As a Minister

KR
Gauri has served as minister in the Kerala Assembly on five occasions.
1.
Minister for Revenue in the EMS ministry from April 1957
to
July
1959
2.
Minister for Revenue, Sales Tax, Civil Supplies, Excise, Social
Welfare
and Law from March 1967 to October 1969 in the EMS ministry
3.
Minister for Agriculture, Allied Subjects, Minor Irrigation,
CADA Ground
Water and Social Welfare from June 1980 to October 1981
in
the Nayanar ministry.
4. Minister
for Industries, Social Welfare, Vigilance and Administration
of Justice from March 1987 to June 1991 in the Nayanar
ministry.
5. Minister
for Agriculture, Agriculture University, Coir, Animal Husbandry
and Diary from May 2001 onwards in Antony ministry.
While
serving as the minister for Revenue in the EMS ministry in 1957,
KR Gauri made history by introducing the epoch-making Kerala Land
Reforms Bill in the Kerala State Legislative Assembly and initiated
the process of land reforms. It paved the way for the distribution
of land to landless peasants. It is considered as the most remarkable
contribution of Gowri a minister.
The
Bill put an end to the centuries old feudal system, in which the
poor peasants did not had the right to possess the land. It served
as a great relief to the farmers who hitherto led a life similar
to that of slavery.
The
waves created by the introduction of the Bill reverberated inside
the citadels of the landlords and it served as a stern warning against
the iniquitous practice of feudal system in which majority of the
holdings were possessed by the rich landlords.
